Executive summary
The Swiss legal cannabis market (CBD + pilot projects + medical) reaches roughly CHF 380–450 M in 2026, growing about 18 % YoY. Around 15,000 adults buy regulated THC cannabis through FOPH-authorised pilots. CBD wholesale remains the export backbone. Medical cannabis left the FOPH exception in 2022; health-insurance reimbursement is growing. A nationally regulated market is politically realistic no earlier than 2028.
Market structure
Size & growth
Estimates from FOPH, Addiction Switzerland and industry studies (EHRA, IG Hanf) place the total legal market for 2026 at CHF 380–450 M, with CBD flowers and extracts as the driver (~55 %). Pilots (~15,000 participants) add roughly CHF 55–70 M in dispensed products; medical cannabis about CHF 60–80 M via pharmacies. The black market, estimated at CHF 500–650 M, still dominates — a regulatory upside of 40–50 % market shift.
Licences & regulatory framework
Two legal bases: (1) Art. 8a NarcA + the associated ordinance (SR 812.121.5) for time-limited pilots; (2) the schedules ordinance for medical cannabis (FOPH exemption, simplified since August 2022). CBD products under 1.0 % THC fall under food, chemicals or therapeutic products law, depending on positioning. Cultivation outside these frames remains criminal (Art. 19 NarcA).
Value chain
Five layers: (1) genetics & propagation — Zurich, Graubünden, Ticino houses; (2) cultivation & processing — indoor clusters in Aargau, Valais, Vaud; (3) extraction & analytics — Swissmedic-accredited labs in Basel, Zurich, Bern; (4) distribution — pharmacies (medical), clubs/pilot dispensers (regulated), tobacco channel (CBD); (5) ancillary services — packaging, compliance, digital platforms. Investor interest in 2026 concentrates on layers 3 and 5.
Export & international position
Swiss CBD raw materials export primarily to Germany, Italy and the UK; the purity narrative (Swissness, analytics) carries a 20–35 % price premium. THC export is not permitted. In 2026, political attention increasingly follows the German regulation (CanG) — cross-border harmonisation is seen as a 2028+ scenario.
Employment & taxation
The sector directly employs around 3,400 FTE in 2026 and 8,000–10,000 indirectly (suppliers, logistics, specialty retail). Most tax revenue flows through VAT (7.7 %) and producer profit tax. A US-style THC tax is politically discussed but not yet drafted.

Business FAQ
Can I run a commercial cannabis club in Switzerland?
Classic commercial cannabis clubs are illegal outside FOPH pilots. Non-commercial member models with CBD-compliant assortment are admissible; regulated THC access requires a pilot partnership.
What investment is required to become a pilot partner?
Realistic setups range CHF 1.5–4 M for cultivation, near-GMP processing, analytics contracts and compliance staff. Smaller roles (dispenser, logistics) from CHF 200–500k.
Will the Swiss market be fully legalised?
A federal law for regulated dispensing is expected once the pilots close (earliest 2028). Federal commissions (SGK-N, EKKS) have been drafting proposals since 2024.
