Post-pilot roadmap — what comes after the 2028 cannabis trials
The cantonal pilot trials ('Weed Care' Basel, 'SCRIPT' Geneva, 'ZüriCan' Zurich, 'Grashaus' Bern) end in 2028. Here is a realistic roadmap toward the regulated market, including the transitional phase.
TL;DR
- 10 running pilot trials in 8 cantons, ~8,000 participants.
- First interim evaluation: FOPH report Q4 2026.
- Final evaluation: 2028/29 as evidence base for the NarcA revision.
- Transition: extension of trials until permanent framework enters into force is likely.
- No legal vacuum: existing NarcA applies if no successor rule is in place.
Current status of the pilot trials
Since 2023, the first studies run in Basel, Zurich, Geneva, Bern, Lausanne, Biel, Lucerne and Winterthur. Sales are reserved for registered participants via pharmacies, social clubs or specialised shops. Products come from Swiss organic production.
Data collected: consumption frequency, shift to lower-risk use, purchase behaviour, prevention impact and black-market displacement are systematically tracked.
Roadmap 2026–2030
Realistic sequence toward market opening:
- Q4 2026: first FOPH interim report
- 2027: SHK-N draft in consultation, FCDA opinion
- 2028: Federal Council message, end of most trials
- 2028/29: parliamentary debate, referendum window
- 2029/30: entry into force — unless a referendum succeeds
Transitional scenario without a successor law
If the NarcA revision is delayed, trials under art. 8a NarcA can be extended to 2030 by Federal Council ordinance. Otherwise a regulatory vacuum threatens — participants fall back under the existing NarcA regime.
