Swiss cannabis legalisation timeline 2027–2030
When will cannabis become legal in Switzerland? We map the realistic timeline year by year — with critical milestones, referendum windows and transitional phases.
TL;DR
- 2026: SHK-N draft, FOPH interim report on trials.
- 2027: consultation, Federal Council message, FCDA opinion.
- 2028: parliamentary debate, end of most pilot trials.
- 2029: referendum phase, possible popular vote.
- 2030: most realistic entry into force.
2026 — Preparation and interim review
Q1: SHK-N Cannabis sub-committee finalises preliminary draft. Q2: first consultation with selected stakeholders. Q4: FOPH interim report on the pilot trials (consumption, health, black-market data).
2027 — Consultation and message
Q1–Q2: three-month consultation on the bill. Q3: evaluation and adjustments. Q4: Federal Council message to Parliament. In parallel: FCDA position paper on the concrete draft.
2028 — Parliamentary debate
National Council and Council of States debate the bill in two sessions. Reconciliation of differences. Final vote. End of most cannabis pilot trials under the original authorisation.
2029 — Referendum phase
100-day referendum window. If a referendum succeeds (50,000 signatures), popular vote in 2029 or 2030 — otherwise entry into force as planned. Transitional extension of the pilots likely.
2030 — Entry into force of regulated supply
Realistic start date: 1 January 2030. Roll-out of sales structures (licensing, supply chains, prevention, enforcement) 12–24 months ahead.
FAQ
Why does it take so long?
Swiss legislation requires consultation, message, two chambers, reconciliation and a referendum window — totalling 3–5 years.
Can it happen sooner?
Only with political consensus and no referendum — then entry into force in 2029 would be possible.
What happens if a referendum is called?
Popular vote 12–18 months after adoption. Outcome open, but 2023–2025 polls show majority support for regulated supply.
Does the old law apply until then?
Yes, cannabis remains a controlled substance until entry into force. Personal amounts: CHF 100 fixed penalty.
What happens to pilot participants after 2028?
Pilots can be extended by Federal Council ordinance until regulated supply takes effect — a transitional gap is politically undesirable.
