Cannabis law in the canton of Zurich

As across all of Switzerland, in the canton of Zurich CBD products with less than 1% total THC are legal — they do not fall under the Narcotics Act (BetmG). Sale, possession and use are allowed; the only requirement is age verification (18+).

THC-rich cannabis (>1%) remains prohibited outside medical use. Possession of up to 10 g for personal use is sanctioned — as in most cantons — with a 100 CHF fine. Personal cultivation is forbidden.

Pilot programme Züri Can

Scientific study by the City of Zurich on regulated cannabis sales via pharmacies, social clubs and drugstores. Launch August 2023, ~2,100 participants.

These pilots are enabled by the federal "experimental article" 8a BetmG since 2021. Time-limited (usually 5 years), they generate empirical data on health, safety and market effects of regulated supply. Zurich is therefore part of the ongoing Swiss reform process.

Medical cannabis in Zurich

Since 2022, doctors in Zurich can prescribe THC-containing magistral preparations directly, without prior FOPH approval. Common indications: chronic pain, MS spasticity, chemo-induced nausea, palliative care, treatment-resistant sleep disorders.

Health insurance covers costs only on a case-by-case basis via a coverage guarantee. Out-of-pocket: 300–800 CHF/month. Pharmacies in Zürich and surroundings source preparations from specialised pharmaceutical wholesalers.
